London Commercial EPC Buildings Energy Assessors

Commercial Energy Assessor London Buildings Energy Assessment & Energy Ratings Calculations for Commercial Property and Industrial Property for the provision of Energy Performance Certificates (EPC) is required as part of the EU EPBD Directive for Buildings requiring the introduction of the non- domestic, or Commercial Energy Assessor. Energy Ratings are derived using the following methods:

  • SAP - Standard Assessment Procedure for New Build Dwellings: See also SAP Calculations for New Build Homes

  • SBEM - Simulated Building Energy Model, used for Energy Assessment of existing Commercial Property, Industrial Buildings, Retail Premises, Shop Premises, Factory & Manufacturing Premises.

  • DSM - Dynamic Simulation Mode, used for complex building types.

Energy Assessment of such property will require the appropriate Commercial Energy Assessor Training. As part of this program Air Conditioning Inspection will be required for commercial premises that employs large scale Air Conditioning  Systems in excess of 12Kw will require to be inspected and a check list issued to the owner of the property..

Energy Performance Certificates
  provided by Energy Assessment specialists dealing in Energy efficiency, Energy Ratings & Co2 emissions of buildings and inspection by an Energy Assessor, utilising SAP or SBEM, DSM assessment procedures will commence from 6 April 2008. Commercial Property owners may be fined for non-compliance of the regulations. An EPC will be required for commercial property, this will be issued by a qualified commercial energy assessor.

Energy Assessment of Buildings
Energy Audit Surveyors & specialist companies are required to assess the energy usage and energy ratings of commercial and industrial properties, either as "New Build" or for Existing premises, the actual energy performance of a building will be displayed on an EPC. Effective Energy Management that employs Energy Metering of installed equipment can save money.

The UK Government has announced plans to introduce Commercial EPC's during 2008.
Property sectors affected and energy methodology include:

  • New Build Housing. (SAP Energy Ratings) including mandatory Air Tightness Testing, Air Leakage Testing and Air Pressure Testing of New Dwellings.

  • Social Housing, Housing Association Housing Stock may require an EPC (including some HMO's - Housing in multiple occupation). RdSAP or SAP methods will determine the energy assessment of a building.

  • New Build Commercial Buildings. (SBEM or DSM) - On-Construction Energy Assessor will be required.

  • Existing Commercial Buildings. (SBEM or DSM)

  • Existing Industrial Buildings & Premises. (SBEM or DSM)

  • New Build Commercial Units & Property. (SBEM or DSM)

  • Public Buildings, both new and existing require a DEC (Display Energy Certificate).

Together the impact of the changes will affect approximately 40% of the UK property market.

Buildings in the Public Sector
Buildings in the public sector will be required to display Display Energy Certificates (DEC)  for all public buildings with floor area >10,000 m2 from April 2008. A Display Energy Certificate shows the energy performance of a building based on actual energy consumption as recorded annually over periods up to the last three years. DECs need to be updated each year.

Energy Assessors
Commercial Energy Assessors will be required to carry out inspection of buildings outlined in the categories above, this will also incorporate Air Conditioning Inspection by the assessor, as required. Buildings in the Private Sector
An EPC Energy Performance Certificate for Domestic Home owners, & Social Housing Landlord, Rented Property, Rental Property for Landlord and Tenants, Retail Units, Shops, Houses in Multiple Occupation (HMO's), Industrial Units, New Build Commercial units, Hotels will require energy assessment under the EPBD Directive. Buy-to-let private investor properties will mostly be covered by EPC's issued by a Domestic Energy Assessor. New Build Homes will be assessed using SAP energy assessment methods. New Houses can be assessed using Standard Assessment Procedure (SAP) by inspection of building plans and the materials used in the construction prior to being built. Property Developers can provide this information to a SAP Assessor.
